RELICENSURE PROCESS

Issuing of License(s)

The applicant lists on the MnSCU License Renewal Application Form the activities completed to meet the 108 clock hour requirement, or attaches a copy of the master record form. The application is submitted to the Relicensure Committee for endorsement, indicated by the signature of the chairperson and appointing authority (director of human resources). The director of human resources forwards the application to MnSCU. The MnSCU License Renewal Application Form should not be submitted prior to January of the year of expiration.

A license shall be issued by the MnSCU system administrator upon receipt of a completed MnSCU License Renewal Application Form and determination by the system administrator that the applicant meets minimum qualifications for the requested license field. If a processing error results in the issuance of a license to an individual who does not meet the minimum qualifications for the license field(s), the license is invalid. A notification letter regarding licensure status shall be sent by the system administrator both to the faculty member and college.

A five-year renewed license becomes valid on the date approved, except that renewed licenses become valid on July 1, when the old license expires. Requests for correcting omission on licenses must be made to the director of human resources who will forward the request to MnSCU Licensing Unit.

Inactive Status

A faculty member's license(s) shall become inactive under the following conditions:

  1. Layoff, effective the date of the layoff; or
  2. An unpaid leave of absence approved by the authorized administrator, effective the date of the leave of absence.
  3. It is important that renewal activities are maintained during layoff if anticipating being rehired.

Retired Faculty Members

If requested by the authorized administrator, a previously held license(s) shall be reissued to a retired faculty member if the individual retired from their faculty position within two (2) years prior to the request and has an offer of employment in the license field(s).

Termination

Upon an individual's voluntary or involuntary termination of employment with a MnSCU college or private vocational entity, all licensure shall terminate except as provided above (Inactive Status and Retired Faculty Members).

If an individual subsequently receives an offer of employment from any MnSCU college or private vocational entity which requires licensure documentation, a new completed application for the requested license field(s) shall be submitted to the system administrator. To be eligible for the license(s), the individual shall meet all minimum qualifications in effect at the time of application.

APPEAL PROCEDURES

Decisions concerning whether to grant clock hours and the number of hours to be granted (within parameters of Board policy) are made by the Relicensure Committee, which must also consider other relevant factors. For example, the committee may determine that hours should not be granted a second time for activities that are not essentially different. On the other hand, the committee may determine that additional hours are applicable if new dimensions can be validated for similar experience, according to the description of the activity and the professional development objectives provided on the clock hour request form.

When an applicant has not been granted the requested number of clock hours by the Relicensure Committee, an appeal may be made to the committee. An applicant must appeal within 20 working days after notification of the decision of the committee. Failure to file a written request for an appeal within 20 working days constitutes a waiver of the individual's right to appeal.

In cases where the applicant has not been granted the required number of clock hours for relicensure, this committee will not endorse the application for renewal of the continuing license
