The Admissions and Records Office handles the processing of incoming applications for admission to the college and to special admittance programs (such as allied health and technology programs, and PSEOP, all of which have specific admission criteria). Processing the application information initiates a permanent, confidential record of each student's academic history at the college, which is also maintained by this office. Copies of RCTC transcripts are provided according to students' written requests. The office also provides schedule-planning assistance, evaluates transfer credits, determines whether graduation requirements have been satisfied, issues degrees and diplomas, and provides general information and services to students. Each term, registration for classes is set up by the Admissions and Records Office and made available to students via the Web, or at the counter. Schedule revisions and withdrawals are processed here. At the end of each spring term, an evaluation of academic progress is made, with written notices sent to students who do meet the minimum criteria for satisfactory academic progress and are therefore ineligible to continue. Counseling services are available for all current and prospective students. The Advising/Counseling Center is staffed by professional counselors who recognize and respect confidential relationships with students. Students may choose to meet with any counselor. Since college students are expected to furnish their own textbooks and general supplies, the College Bookstore is maintained as a convenience to the students. Textbooks, supplies, insignia items, cards, and candy may be obtained at the bookstore. A book list is posted each semester showing the required and optional books for each class. Currently, arrangements for online book purchases are being made. Faculty are responsible for selecting and ordering textbooks, although some departments make those decisions as a group.

Civic League Day Nursery, located west of the main college buildings, provides quality childcare for the University Center Rochester students and staff, as well as the public. The hours are 6:30 a.m. to 5:30 p.m., Monday through Friday. They accept children from the ages of 2 - 5 years old. CHOICES provides the transitional services needed to assist displaced homemakers in moving to training or employment. A displaced homemaker is defined as a person who worked in the home for a minimum of two years caring for home and family, but due to separation, divorce, death or disability of a spouse, must now support themselves and their families. Eligibility is based on income guidelines. A fee for service program is also available to serve other women in transition.

The Enrollment Services office is the first stop for students new to the college. Enrollment Services coordinates the assessment, inquiry, and recruitment functions. More than 2000 students are assessed throughout the year. Enrollment Services receives and communicates annually with 8000 - 9000 inquiries to the institution and its programs. Recruitment functions include visiting 60 high schools twice a year and hosting career and college fairs as well as high school competition and leadership events.
Preview Days are coordinated by Enrollment Services and are held September through May to give prospective students the opportunity to tour the campus and visit with specialists in the areas of financial aid, admissions, scholarships, and student support services. In addition, students and their families can meet with instructors, coaches, and counselors. Enrollment Services also schedules hundreds of individual campus visits for students and families to tour the campus and visit with college faculty and staff. Making college affordable is a goal of RCTC. For the 1999-2000 academic year, 155 scholarships worth nearly $166,000 were awarded to students. In addition, over 8 million dollars in various financial assistance was awarded to students

The RCTC Foundation was established in 1961 for, what was then, Rochester Community College. When the merger occurred with Riverland Technical College, the Foundation became the charitable arm for the consolidated college. Its mission is to provide "Educational Excellence through Philanthropy." It does this by attracting contributions from individuals, corporations and foundations to support RCTC students and programs. The Foundation manages endowed assets of over $1.5 million. Its scholarship program annually awards approximately 150 scholarships to about the same number of students. The Foundation also provides program support to enhance the teaching environment at RCTC.
The Foundation's role within RCTC is to track all external funding to the school in order to comply with IRS regulations regarding charitable giving. The Foundation also provides the annually required report to MnSCU and other governing bodies detailing the external support leveraged by RCTC college personnel. Goddard Library (http://www.roch.edu/library/) can help with research and information needs to support your classes. The library currently has about 80,000 books and materials, 600 periodical titles, and numerous electronic resources. Funds are available to add materials to the library collection, contact a librarian with requests. Librarians are available to teach bibliographic instruction and research techniques to your classes.
The Library Technology Center (LTC) is located on 3rd floor with about 80 open lab computer workstations. The new Digital Media Center (DMC) is on 1st floor with training spaces, drop-in centers, and high-end computer and media workstations. To check out materials and equipment on campus, you will need an ID card that is also available in the library. The library maintains an active website with many professional, full-text materials available from your home, office, or the classroom via a browser. Treatment of minor illnesses, emergency first aid, non-prescription medications, referrals, health counseling and diagnostic tests are available for students through the Student Health Services. The registered nurse is available every day during the academic year and a physician is on campus weekly. Because these servcices are financed by the health services fee, there is usually no additional cost to students for Student Health Services visits. Student health insurance information is available through this office and students are encouragted to have personal health insurance coverage. Students interested in housing information can contact the Enrollment Services office. RCTC does not have campus-owned housing; however, a listing of privately managed properties in the Rochester area can be provided upon request.
RCTC's job board is located near the atrium entrance. The job board is updated weekly and displays numerous part-time, full-time, temporary and permanent employment opportunities available throughout Minnesota and neighboring states. The Marketing and Communications Office, located in CF205, assists RCTC staff and academic programs with a wide variety of services including public/media relations, market research, program marketing, web page design and creation, event planning and a host of other marketing-related functions. Additionally, the office publishes a weekly internal newsletter called College Crossings. The Marketing and Communications Office also coordinates development of publications and communications templates used for internal and external communications. Media Services (http://www.roch.edu/media/) can help with Interactive TV, classroom projection systems, and other audiovisual needs. Currently, many classrooms on campus are "smart classrooms" that include built-in data and video projection with computers that can display your computer software including PowerPoint. Laptop computers, digital photo cameras, camcorders, recording equipment and other equipment are available to check out to employees from Media Services. Media Services can help with media production needs, Scantron test scoring, laminating projects, sound systems, transparency needs, etc. Supplies including video and audiotape, film, batteries, lamps, CD's, etc. are available from Media Services. The RCTC Student Life Program seeks to complement the academic programs and services by providing opportunities and experiences that further enhance the student's overall development. Studies have shown that students who get involved in student life activities develop excellent leadership skills, and tend to do better in the classroom. RCTC offers a variety of activities and leadership opportunities to our students, who can become involved as participants or spectators. Many of these activities can be taken as a class to earn credit toward a degree.
All Student Life sponsored activities are free to students, faculty and staff. There is a small charge for faculty and staff for music tickets when refreshments are served. Tickets to musical and theatre productions may be picked up in the Student Life Office on the fourth floor of the College Center, CC401.
Students pay a special fee, which supports the entire Student Life Program, and all sponsored events are alcohol and drug free, whether held on or off campus.
The Student Senate is the official voice of the student body, which is made up of sixteen elected students. They meet weekly and once a month with the administration. The Campus Activity Board (CAB), consists of five student committees which plan and implement the college wide activities, such as coffeehouse concerts, entertainers, comedians, speakers, and many other great events which are free. Performing arts offerings include our art gallery, concert band, choir, RCTC Aires, Jazz Band, and theatre. Athletics offers five sporting opportunities for men and five for women. Students may join a wide range of academic, social, honors, cultural, ethnic and special interest clubs. The Echo is our student newspaper, which comes out four times each semester. The fitness center is located in the UCR Regional Sports Center and is available for use by students, faculty and staff any time when classes are not being held.

We assist students in achieving their educational, career and personal goals by providing: free tutoring services, academic advising, referral information, career information, minority services and services for students with disabilities. Student Support Services Program (SSSP): Academic advising, transfer planning, test accommodations and one-on-one peer tutoring are provided to eligible students. Eligibility must be met by one of the following criteria: first-generation college student, low-income status or documented disability. Disability Support Services (DSS): DSS offers support for students with physical and learning disabilities. Services include a pre-admission interview, assistance with application and registration procedures, support groups, auxiliary aids and adaptive equipment, special testing arrangements, advocacy, accessibility information and referral to community agencies. It is the responsibility of the student to let his/her needs be known to a DSS staff member. Upon receipt of this information, the college will provide reasonable accommodations within the provisions set down in section 504 of the Rehabilitation Act of 1973 and by the Americans with Disabilities Act (ADA). The Upward Bound Program at Rochester Community and Technical College is a college preparatory program for John Marshall, Mayo, Century, and St. Charles high school students who fall into the following categories: 1) First-generation students, meaning that neither parent has received a four-year college degree and 2) The student or family of the student meets federal low income guidelines.
The goal of the program is to instill the basic skills necessary for the participants to successfully complete high school and enroll in a post-secondary program. During the academic year, participants receive individual and group tutoring in their high schools on a biweekly basis. In addition, students attend monthly Saturday sessions, which consist of academic, cultural, and life enrichment components. During the summer, students attend an intensive six-week residential program during which they attend academic classes during the day at RCTC and participate in cooperative learning activities in the evenings. Licensed teachers teach upward Bound classes.
Another component is the Bridge Program which allows the most recent Upward Bound high school graduates to take six college credits at RCTC while receiving tutoring and academic advising from Upward Bound staff.
