Using the Bus system in Rochester is easy and convenient. Employees and students can access any part of the city using Rochester City Lines as their mode of transportation. The buses are clean, safe, and enjoyable to ride. The Rochester City Lines services RCTC every thirty minutes.
The BEELINE Express is available to all students and staff, providing transportation between both UCR and Heintz Center. The bus runs a 20-minute loop, with the drop-off and pickup located at the Atrium and North Parking Lot of UCR, and the Main Entrance off the Staff Lot at Heintz Center. This service runs 7:30 am-3:25 PM Monday-Fridays (Fall and Spring Semesters) and is handicapped accessible.
Students and staff advertising events and services at designated locations on campus must comply with the following posting guidelines. It is expected that all materials posted in designated areas will be reasonably neat and attractive in the interest of the advertiser and the University Center Rochester. Offensive, obscene, inflammatory advertising, etc. will not be permitted.
Posting Guidelines
If a student or staff member encounters difficulty starting his/her car, RCTC has a "Gene" Car Starting Unit that may be used to start their car. The Car Starting Unit is located in the UCR Library and may be checked out between the hours of 8:00am-10:00pm- Monday through Thursdays; 8:00am-4:30pm-Fridays; 9:00am-5:00pm-Saturdays; and 1:00-5:00pm-Sundays.
State employees are eligible to join AFFINITY PLUS Federal Credit Union offering savings and checking accounts, payroll deductions, VISA cards, loans and discount car programs. Affinity Plus has an office in Rochester located in the Northgate Shopping Center, phone # 507-285-0352; or check out their website: www.affinityplus.org.
Using central duplicating is efficient and cost effective. Please use central duplicating rather than the copy machines in your area as much as possible. Ideally a week in advance would be a reasonable time to submit a request to duplicating. Duplicating request forms can be obtained in the Duplicating services area. In reality central duplicating can often return materials on a much quicker turnaround. Duplicating hours are Monday-Thursday (8:00am-6:30 pm) and Fridays (8:00 am-4:30 PM)
Rochester Community and Technical College has made every effort to illuminate its parking lots at night. However, caution should be used when leaving an evening class or event. Those wishing an escort to their cars should call Campus Security at 285-7262.
An evening administrator is available each evening to help with problems which arise and need service. Call 285-7262 to be put in touch with the administrator. Refer to the weekly College Crossings publication for the week's listing of evening administration.

Taher, Inc. is contracted to operate RCTC's dining and catering food services. The dining room is located on the third floor of the College Center, and the Snack Bar is located in the Heintz Center. Hours for cafeteria sales are 8:30 a.m. to 2:30 p.m. M-F, and at the Heintz Center, M-F, 8:00 a.m. to 1:00 p.m. A meal plan for students, faculty and staff is available. Catering services are available during and after regular cafeteria hours. Check with the Food Service director at ext. 7209 for your specific needs.
Vending machines are operated by the Society for the Blind, and are located throughout the campus. For refunds or to report problems with machines on the main portion of the campus contact the Business Office at ext. 7212. At the Heintz Center, refunds are available at the information desk.
The State of Minnesota requires that we report any incident that happens on campus or off campus that could result in litigation against the State of Minnesota or any of its employees or agents.
At this institution, the incident report is also used as the accident report which is to be filed by employees who are injured or involved in an accident during the course of their employment, no matter how slight the incident. "Near miss" accidents which do not result in injury or property damage are specifically included in this reporting requirement. The incident report is to be completed by each employee witnessing or involved in an accident or incident immediately following the event, or immediately by the employee to whom it is first reported, and turned in to the Director of Institutional Services as soon as possible.
If you are injured, no matter how slight the injury, that fact must be reported to your supervisor so that the workers' compensation process can begin. It is not unheard of for seemingly slight injuries to develop serious consequences. Failure to report them may inhibit your ability to file a subsequent workers' compensation claim. See the guidelines in the EMPLOYEE LEAVE AND BENEFITS section of this manual; consult your collective bargaining agreement or access state guidelines for further information on workers' compensation through the Department of Employee Relations website at http://www.doer.state.mn.us/ei-wc/eidwc.htm.
Items found on the main UCR campus should be turned in to the UCR Receptionist located in the Atrium. At the Heintz Center, items should be turned in to the Information Desk.
E-mail and College Crossings are used to communicate official messages to employees. Mail and messages are distributed in faculty mailboxes daily.
The maintenance and cleaning on campus is done by our maintenance staff. If you have any concerns or special needs, please contact maintenance at (507) 285-7224. In an emergency, please dial 285-7262. For special room setups or requests, please complete the appropriate maintenance work order form and submit according to the instructions on the forms. These forms can be obtained in the Facilities/Scheduling Office, phone 280-2880.
The college offers a variety of special gathering room facilities for use by students, staff, and the community. To reserve a room for meetings and other special events, contact the Facilities/Scheduling office at 280-5512 for main campus rooms (RCTC/UCR/Heintz Center), or the Sports Center office at 280-2880 for Sports Center rooms.
New faculty and staff are encouraged to work with a mentor. Opportunities for mentoring will be encouraged on both a formal and an informal basis. Monthly meetings for new faculty are planned.
Employees can check out keys to their office, desk and files from the Facilities/Scheduling Office. In order to check out a key for a desk or file, the number on the front of the lock is needed to access the appropriate key system. Keys are logged out electronically and should be returned at the end of the semester or academic year if faculty will not be teaching during the next academic period.
Faculty and staff who use the college parking lots will be charged a parking fee. The parking fee is dedicated to parking and security for the parking lots. This fee is generally designed to provide and fund services for a safer campus-parking environment for all employees and students.
Fees will be charged each semester as follows:

Parking permits from home campuses of all colleges utilizing UCR facilities will be honored in the UCR lots. The staff lot hours will be monitored and parking regulations enforced 8:00a.m. -8:00p.m. During these hours, a Staff Parking Permit is required. Parking permits must be obtained prior to the 11th day of classes.
It is the goal of Rochester Community and Technical College to provide employees with a safe and healthy work environment. As a state agency, the college can call on support from other state offices with expertise in areas such as ergonomics, indoor air quality, job safety analysis, and compliance with various state and federal safety standards.
The Director of Institutional Services may be reached by calling 285-7214. This person also serves as the college's Safety Coordinator and is the chairperson of the Facilities, Grounds and Safety Committee. The Facilities, Grounds and Safety Committee, which includes a representative from each bargaining unit at the college, has the responsibility to review reports of property damage, accidents, and alleged hazardous working conditions; to support a strong safety program, and to review and recommend safety policies to the college administration. If you file a report of a hazardous working condition with this committee, you will receive a written acknowledgment of it and a notice of the action which resulted from it.
It is your right to work safe, and it is your responsibility to bring unsafe conditions to the attention of your supervisor. What the college doesn't know about, it can't fix. Other actions which you may take include reporting the unsafe conditions to the Facilities, Grounds and Safety Committee, using the provisions of your collective bargaining agreement, and filing a complaint with Minnesota OSHA. Students and staff are strongly encouraged to report crimes immediately. To report a crime or emergencies in progress, call 911. Otherwise, contact campus security at 285-7262. If you are reporting a medical emergency, call 911. The College Health Service, which operates for limited hours at the main UCR campus may be contacted for assistance at 285-7261; however, it is not an emergency care provider.
Most supplies can be ordered by request from central supplies, currently located in the mailroom. Faculty should place their requests with their instructional secretary.
RCTC's main phone number is (507) 285-7210. These calls are answered at the main switchboard, which is located at Heintz Center and by the UCR receptionist after 4:00 p.m. There is a voice mailbox attached to ext. 7210 so that the fourth caller is automatically switched to a choice menu. RCTC has a toll free number, which is 800-247-1296. This 800 number is to be used for College purposes only. The 800 number is not to be used for family, friends, etc. to call staff member at work at the expense of RCTC. Long distance calls are to be made with an assigned ID Code. See section "Calling Long Distance" for details.
Each office has a direct phone number. A staff directory, listing office phone numbers, will be furnished. RCTC has a voice mail system. A voice mailbox is attached to each faculty phone. If you are sharing an office, the voice mailbox must be shared also. Instructions on how to initialize your voice mailbox can be requested through the Telecommunications Coordinator. If you have any problem with your phone, voice mail or long distance calling, please call the Telecommunications Coordinator at Ext. 7213.
Calling Long Distance - ID Codes needed Long distance phone calls are to be made by using an assigned long distance ID Code. To obtain your ID Code, please call the Telecommunications Coordinator at Ext. 7213. Long distance calls are not to be made by direct dialing. All personal long distance phone calls must be made using your own phone card. Long distance ID Codes are: 1 - to be used for college business only; 2 - not be shared with anyone - you are responsible for all calls listed under your ID Code. The procedure to use when calling long distance is: Press 8 (get dial tone) +1+area code+phone number, after last digit you will hear a solid tone, put your ID Code in during that tone.
Staff and students who have not registered to vote, or who have changed address or name since the last time they registered or voted, may obtain Voter Registration Cards in the Office of the Vice President of Student Affairs (SS212).
During periods of inclement weather or other emergencies, students and staff are encouraged to listen for announcements regarding the delay or cancellation of classes or activities or the closing of the University Center Rochester, and then stay tuned for further updates. Whenever possible, the decision to close the Center, have a delayed opening, or cancel day classes will be made prior to 6:00 a.m. Special attention will be given to night classes as many of our evening students and staff travel considerable distances.
