The RCTC College Relations and Effectiveness Office assists RCTC staff and academic programs with a wide variety of services including public/media relations, market research, program marketing, publication development, event planning and a host of other marketing-related functions. I manage strategic planning, marketing, market research, communications and institutional effectiveness activities. I'm a Malcolm Baldrige National Quality Award and Minnesota Quality Award Examiner. I'm a native of St. Paul and a graduate of the University of Minnesota who moved to work in higher education in 1986.

I am responsible for all of the inquiries that come into the College using the new Recruitment Plus communication/database package. In addition, I serve as an administrative assistant to the Chief of Strategic Operations and the other College Relations staff.

I have been fortunate to be a part of the RCTC campus community since 1984 (including being a graduate of RCC). I am available to assist with your publication needs including layout and design of brochures, fliers, newsletters, programs, business cards, etc. I am also am your contact for the weekly publication of the College Crossings.


Michelle Messenger - Director of Marketing

I am responsible for college-wide advertising (radio, tv, newspapers, etc.). In addition, I work with the members of our marketing team to create various publications (viewbook, program brochures, etc.) I also assist instructors in promoting their programs to prospective students.


Andrew Halvorsen - Director of Institutional Research

I am responsible for collecting, organizing and analyzing data to be used in market research; continuous improvement; and strategic planning projects. I am a native of southern Minnesota, a graduate of St. Olaf College and have a Master's degree in Statistics from Iowa State University.
