How to start receiving MGIB benefits
Before you can begin to receive MGIB benefits at RCTC, you must complete the following items:
You should only submit VA Form 22-1990 or 22-5490 when you apply for the first time (at your first college). If you transfer to RCTC or change your major, you will be completing VA Form 22-1995 or 22-5495. Only submit information after you have registered for classes. How To Apply.

In order to prevent delays in receiving your benefits, it will be necessary for you to comply with the following:
To be considered full-time, you must be enrolled in 12 or more credits that meet the entire semester.
Full-time = 12 or more credits
3/4-time = 9 – 11 credits
1/2-time = 6 – 8 credits
*Less than 6 credits is a one-time check
Processing time for VA (St Louis) is 10-12 weeks for initiating the MGIB. Once processed, the VA will send you a letter. The letter will outline your benefits and what you need to do. Processing time is much faster for future semesters.
When is tuition due? Tuition is due on a specific deadline each semester. It does NOT coincide with your MGIB payment. Tuition deadlines are available on the Web Portal.
Deferment? If you do not plan to pay your tuition in full prior to the tuition deadline, you will need to submit a deferment form to Admissions and Records prior to the tuition deadline.
Dropping or withdrawing from a course? If you reduce your initial number of credits, the VA will go back to the beginning of the semester and pay you at the lower amount. This causes an overpayment. The VA will likely halt future payments until everything is corrected. Contact Chris Wolf at chris.wolf@roch.edu for additional information.

Veterans Resource Office
RCTC is the home of one of the headquarters for the Minnesota Department of Veterans Affairs, Higher Education Veterans Programs. This office is available to provide veterans and current military members, as well as their families, with information regarding benefits, veteran’s employment help, family assistance, and transition issues. In addition, the southeastern regional coordinator will work with various faculty and staff to ensure that veterans are able to easily access their educational benefits as well as other on and off campus resources that they may need.

RCTC offers student veterans an on-campus point of contact for all of their veteran-related questions and needs.
Being staffed by student veterans, the resource center provides a friendly one stop service for veterans, current military members, and their families. The resource center is stocked with information regarding educational benefits and scholarships, veterans’ employment help, medical benefits, mental health resources, family assistance services, service-connected disability claims, and post-deployment transition and reintegration issues.
Students seeking information regarding their benefits can contact the Veterans Resource Center to get information regarding a specific issue or to schedule an appointment for consultation.
