KPI #1: Enrollment – Unduplicated Headcount by Fiscal Year

Baseline: 6,268 (unduplicated headcount in FY2024)

Goal: 2% increase per year through FY2028, reset annually based on the prior year’s actual unduplicated headcount. Goal for FY2025 = 6,393. Goal for FY2026 = 6,933.

KPI #2: BIPOC Representation for Enrolled Students

Baseline: 34% of the enrolled students are Black, Indigenous, or People of Color (BIPOC) as of FY2024

Goal: Maintain 34% BIPOC representation for enrolled students through FY2028

Results:

KPI #3: Fall-to-Fall Retention

Baseline: 45% of the enrolled students in the Fall 2022 entering cohort were retained to Fall 2023 (representing the FY2024 reported result)

Goal: Fall-to-fall retention of 50% by FY2028

Results:

FY2025 data represents the % of the Fall 2023 entering cohort students enrolled in credit-based courses who also enrolled in Fall 2024. FY2026 data represents the % of the Fall 2024 entering cohort students enrolled in credit courses who also enrolled in Fall 2025.

 

KPI #4: Fall-to-Fall Retention Gap – White vs. BIPOC Students

Baseline: MN State goal for retention gap between white student retention and BIPOC student retention is set at 3% or less. RCTC uses this as the baseline.

Goal: Maintain a retention gap between White students and BIPOC students of 3% or less through FY2028.

KPI #5: Completion Rate Within 3-Years of Start Term

Baseline: 29% of the enrolled students in the Fall 2020 entering cohort completed a degree, diploma, or certificate program by Fall 2023 (representing the FY2024 result); 26% of the enrolled students in the Fall 2019 entering cohort had completed their program by Fall 2022 (representing the FY2023 result)

Goal: Achieve and maintain a 3-year completion rate of 30% or more by FY2028

Results:

Data source: Minnesota State SO Student Persistence and Completion PowerBI report for students matching the IPEDS definition of completion status, which includes undergraduate regular status, first-time, full-time students, based on Fall entering cohorts. FY2025 data represents the % of the Fall 2021 entering cohort students enrolled in credit-based courses who completed their program by Fall 2024. FY2026 data represents the % of the Fall 2022 entering cohort students who completed their program by Fall 2025.

 

 

KPI #6: Completion + Transfer Rate Within 8 Years of Start Term

Baseline: 51% of the enrolled students in the Fall 2015 entering cohort completed a degree, diploma, or certificate program or transferred to another institution to continue their education by Fall 2023, or within 8 years (representing the FY2024 result)

Goal: Achieve and maintain an 8-year completion + transfer rate of 55% or more by FY2028

Results:

FY2025 data represents the % of the Fall 2016 entering cohort students enrolled in credit-based courses who completed their program or transferred to another institution by Fall 2024.
