Policy: Campus Posting (6.4.2.1)

Part 1. Philosophy:  This policy addresses the posting of notes, signs, flyers and posters, etc. in and out of the buildings and throughout the grounds of Rochester Community and Technical College.  The intent of this policy is to provide students, faculty, staff, and the community with an opportunity and space to publicize events and services at designated locations throughout the campus, while maintaining an acceptable physical environment.

It is expected that all materials posted in designated areas will be reasonably neat and attractive in the interest of the advertiser and Rochester Community and Technical College.  Offensive, obscene, inflammatory advertising, etc. will not be permitted.

Part 2.  Posting Regulations

  1. All temporary and permanent postings must be on designated bulletin boards or other approved locations authorized by RCTC College Relations.
  2. All bulletin boards will be clearly labeled designating their intended uses: Faculty/Departmental, Activities, Academics/Courses, and Community.
  3. All materials, regardless of internal or external owners, must contain authorization with stamp and date.  Postings will be approved by Student Life or Welcome and One Stop Center staff.  Postings without authorization will be removed immediately.  Materials can only be posted for a period of three weeks or until the event has concluded—whichever comes first.
  4. Use only masking tape or push pins.  Please do not use scotch tape or staples.
  5. Items may never be posted on video displays, tech wall, vending machines or on railings and columns in Atrium.
  6. Postings must follow established posting guidelines from the Department of College Relations and Marketing.

Campus Posting Guidelines

Posting must adhere to these guidelines and RCTC Policy 6.4.2.1.  Posting is only permitted on specifically labeled bulletin boards.  All posted material must be approved by Welcome Center or Student Life staff.  Each flyer/poster must be individually stamped with the approval date with the sponsoring organization clearly visible.  All postings will be removed after three weeks or after the event has concluded, whichever is first.  RCTC flyers must contain approved branding elements. Only one copy of posting can be placed per board.  Flyers/posters cannot exceed 12”x18”.  Postings are to be affixed using only push pins.  Below outlines what may be posted on which board:

  1. COMMUNITY BOARDS: These boards are reserved for non-RCTC/WSU-R postings or campus events open to the public. Items in this category are: community events, job openings, student housing, concerts and sporting events.
  2. ACTIVITIES BOARDS: Only RCTC/WSU-R clubs and sponsored activity flyers may be posted on these boards; all other postings will be removed.
  3. ACADEMICS BOARDS: These boards are only to be used for course-related information. All other postings will be removed.
  4. DEPARTMENT BOARDS: These boards are to be used only by the specified department and are also maintained by that department. These boards can be academic or service department focused.  These boards need to be completely cleaned off at least once per academic year.
  5. CLIP STRIPS: Only college-sponsored event flyers may be placed on the clip strips.
  6. INAPPROPRIATE POSTINGS: In the event a post is reported to be offensive, inflammatory, or obscene, an Ad Hoc committee will be convened to determine whether or not to allow the posting based on its academic, public safety, or community interest merits. This committee would include the Director of Student Conduct, Director of Campus Safety, Director of Communications and College Relations, and an MSCF Officer.

POSTINGS ARE NOT ALLOWED ON CAMPUS BUILDINGS OR OFFICE DOORS, WALLS, FLOORS, WINDOWS, FURNITURE, SIGNS, DISPLAY CASES, RAILINGS, VENDING MACHINES, TREES, OR POLES.  EXCEPTIONS MAY BE GRANTED FOR TEMPORARY DIRECTIONAL SIGNAGE. ONLY MASKING TAPE CAN BE USED WHEN NOT POSTING ON BOARDS.  ONLY PUSHPINS/TACKS CAN BE USED ON THE BULLETIN BOARDS.  ALL ACADEMICS, ACTIVITY AND COMMUNITY BOARDS WILL BE CLEARED AFTER EACH SEMESTER.
